I see a lot of tween girls doing the g-string-over-the-pants thing.
It's a not-very-subtle way of reminding people of what lies beneath. Kind of like wearing a dark bra under a light shirt, or having colourful bra straps revealed, or wearing short shirts or tight jeans or whatever. Sexiness is reminding people in nonsexual ways that you're a sexual entity.

When I see them, I get that feeling you get when you see someone doing something really embarrassing, but they have no idea, so they feel really proud and do it even more blatantly, and you just feel mortified watching them.
