It's Latin, but it's bad grammar. It's supposed to mean "the day of wrath is about to come", but there are several problems with it.
First of all, 'veniendum' is the future PASSIVE participle, but since 'venire', 'to come' is an intransitive, it doesn't make a lot of sense as a passive, certainly not in this case.
Second, 'dies' (day) is masculine, but 'veniendum', which is supposed to modify it, is neuter.
What they should have said is 'venturus', the MASCULINE form of the future ACTIVE participle. (i.e. 'dies irae venturus est'), or they should have just forgotten about the participle and said 'dies irae venit', 'the day of wrath is coming'.
