Strideo I first heard the phrase from Henry Reich of MinutePhysics.

he proposed it as a better descriptive term for the_big_bang since the big bang is an awfully inaccurate term that usually leaves people imagining some powerful explosion in the empty void of space.

the big bang wasn't just big, it was everywhere.

and there wasn't really an explosion so much as space stretching out.

hence, the everywhere stretch
